Arcanum talks recycling, electricity rates

The Arcanum Village Council met Tuesday night to discuss the Brick Street Block Party, recycling and electricity rates.

At the start of the meeting, Mayor Bonnie Millard acknowledged last weekend’s second annual Brick Street Block Party.

“It was a great success,” she said. “Everybody enjoyed the golf cart parade, and I heard comments that this [block party] is, ‘better than Old Fashioned Days.’”

Later on, Police Chief Marcus Ballinger reported that there were no incidents or arrests during the block party, and that it was a success from the police department’s point of view as well.

Village Administrator Bill Kessler then informed council that Rumpke removed the village recycling dumpsters that were stationed in the Sutton’s parking lot after raw materials were repeatedly dumped. He added that the bins were removed after a couple of warnings.

Kessler said the dumpsters are important to the village and its surrounding areas, as about 60% of Arcanum citizens recycle their waste. 

Moving forward, the council will work on a plan to monitor the dumpsters in the future and ensure only recyclables are dumped.

“After talking with Marcus [Chief Ballinger] and talking with the Mayor, we’re going to try to come up with a plan where we can assure that we can watch what goes in and out,” Kessler said. “We’ve got a couple of ideas.”

Utility Committee Chairman Tim Philpot Sr. and Kessler presented council with legislation to adjust village electricity rates. 

Kessler explained that the village is involved in a debt reduction program that requires its revenue to be at a certain percentage to maintain the obligation. Due to recent village updates and efficiencies, Arcanum went from using 2.8 megawatts of energy a month to less than two megawatts a month. While using less energy saves money, it also affects village revenue.

“This thing will do two things,” he said. “It’s the last piece we need to get back into the JV5 debt reduction percentage, and it also establishes two different rates for in town and out of town so that if we do a rate increase it’s proportionally the same percentage.”

Philpot Sr. acknowledged that the rate adjustments can be hard to understand, and encouraged anyone who has questions to attend the August Utility Committee meeting.
