Arcanum passes curfew, golf cart ordinances

The Arcanum Village Council met on Tuesday evening to pass new curfew and golf cart ordinances.

First, Mayor Bonnie Millard informed council that Arcanum received two plaques in honor of the Purple Heart Ceremony Arcanum hosted on Tuesday, Sept. 21. Arcanum was the first village or city in Darke County to become an official member of the Purple Heart Trail.

Mayor Millard said although the event had to be moved inside due to weather, it was a great success.

“It was a good evening,” she said. “I was very pleased with it. Everybody was very appreciative. I really wanted to have it at the Veteran’s Park, but once we got through it, it was better all the way around having it at the school, so I’m glad we did.”

Next, Village Administrator Bill Kessler discussed a feral cat issue that Arcanum has faced on and off throughout the years. Currently, Kessler said the village still has a slight cat issue, but he said it’s better than when he first started working with the village.

He told council that the best way to deal with cat issues is to hold the people who feed the cats responsible for spaying and neutering them.

“According to the Ohio Revised Code, if you feed a feral cat, then the cat is yours,” he said.

Finance Committee Chairman Taylor Somers then discussed the 2021 pool season. He told council that the village pool made $34,000 this summer, which is about $10,000 more than in 2019.

Lastly, council passed two new ordinances that will be in affect 30 days after Tuesday, Sept. 28. The board passed an ordinance establishing a curfew for minors and responsibilities of parents of minor children.

The ordinance states that no child 14 and under should not be allowed on the streets, sidewalks or any other public property in the Village of Arcanum from 10 p.m. to 6 a.m., and no child 15 to 17 should not be allowed on the streets, sidewalks or any other public property in the Village of Arcanum from 11 p.m. to 5 a.m.

The ordinances also states that it’s unlawful for any child under 18 to be on the streets, sidewalks or any other public property in the Village of Arcanum between the following designated hours while the minor is suspended or expelled from school, or on probation with the Darke County Juvenile Court.

Children 17 and under — 9 p.m. to the end of the following school day while school is in session. Children 17 and under — 9 p.m. to 7 a.m. the following day when school is not in session.

This ordinance do not apply to a minor accompanied by their parent, legal guardian or any other adult having care and custody of the minor, or if the minor is going to or coming from a job, sport, school, church or social event.

Whoever violates the ordinance will be guilty of a minor misdemeanor.

The board passed an ordinance authorizing special-use vehicles including: low-speed vehicles also known as golf carts, underspeed vehicles, utility vehicles and mini-trucks, setting forth the license and title requirements. The ordinance touches on provisions relating to vehicle definitions, inspections, operations and penalties.
